    Shouldn't there be a link over "log in" to direct users toward the log in form? Unless the form appears just below the sentence.

    You are correct. It would be better. But entering links is bit clumsy as need to split the translated string in to two (the link part and the rest). So in this case we went the lazy way (which is also bit more straightforward for translator). One point is that this sentence is only shown in bit strange occasions, as users shouldn't be able to try to do this without being logged in. So the sentence is there "just in case". But hopefully shown so rarely that optimized usability is not needed.
