In the right sidebar on the stream page. It's the first sentence under the heading aspects.index.help.need_help. After it follows aspects.index.help.do_you, aspects.index.help.have_a_question, aspects.index.help.find_a_bug and aspects.index.help.feature_suggestion, with their tag_... counterparts replacing the %{link}'s in them.
