    Having troubles translating these "Outgoing / Incoming" segments. Might be down to different ways of organizing public talks locally, but I can't seem to figure out the purpose of features like this one, "Outgoing Speaker Assignment Slips".
    Assuming "Outgoing Speaker" is someone in your own congregation that is going to have a public talk in a different congregation, at what point would someone in your own congregation print a slip for such an assignment?

    At least here it's always a local brother (the coordinator or someone he assigned) that arrange for all the public talks in his own congregation, using local or outside speakers. Never does he assign public talks to be held in other congregations.

    Is it a common practice somewhere that a local brother assign someone to have public talks in other congregations?

    You assumed right: "Outgoing speaker" = A speaker from your congregation that is going to have a public talk in a different congregation.

    In some congregations public talks coordinator is arranging also outgoing speakers, but practices can vary.
