This isn't very clear. Does this mean if no first and last name is available for the user (which user?), just use the given first name? This doesn't make sense because how can you use the first name if the first name is not given? Or does it mean just input whatever name you want?
Can it be rephrased?

Yeah, it should probably be rephrased. Here's the info I'm trying to convey, basically:
If the Twitter user has a first and last name listed on his or her profile, use both the first and last name fields. Otherwise, just provide the username in the "First Name" field.
