may i ask you to specify what exactly this means? where does it send? from application to diaspora or vise versa?

OpenID Connect allows a third party application to connect to diaspora* on a users behalf.

This scope allows the third party application to author content on diaspora* as the authorizing user.

This allows the application to send new posts, write conversations, and send reactions
