Support for Microsoft Windows .rc files

I just added support for Microsoft Windows .rc files to WebTranslateIt.
Windows .rc files are widely used for localizing translatable text, dialogs, menus for Windows applications.
WebTranslateIt now helps you translate over 31 different linguistic file formats.
